It is the pack I said before which is called the Special Ops Vehicle pack. Just as a note while you can't get the explosive combat pack yet it is possible to customize the regular crusader tank with the rimjobs glitch to have Saints Colors at least if not the symbols. The N-Forcer can only be customized color wise partially, but it's possible to give it a little bit of a saints look with some purple in the places you can customize if desired, again using the rim-jobs glitch. I hope the DLC comes out soon.

And yes I've seen the various posted youtube vids and such too, as Zagus says those are from PC hacked versions. It is part of the Special Ops Vehicle pack which does not have a release date as of yet. However PC users who have the PC version of the game have found out a way to unlock them with a mod.
